THIS POST COMES WITH A POLITICAL WARNING. THE JOANNE LOVER MAY WANT TO LOOK AWAY.
Was anyone else concerned with the fact that Delegate Parrott was not the lead sponsor of a single bill in Annapolis this last year? She did co-sponsor many bills. In my mind, co-sponsoring is just another way of saying, “You do all the work and I will put my name under yours.†Is there not a proactive, involved, thoughtful, insightful bone in this women’s body? Part of me says, “Good job Joanne. Thank you for not embarrassing us by talking too much on the House floor.†The other part of me says good job for not adding any more laws to the litany already on the books. The other part of me says, “What the heck has she been doing over the past year?†This is where her supporters come up with the stock answers such as, “When my well had gas in it, Joanne was there for me.†You’re a legislator for God’s sake. Maybe she was too busy practicing her “Olympic†wave to get into the community and see what her constituents wanted and needed to get done in Annapolis. I don’t really know what else to say. In an election year she fails to be the lead sponsor on one bill. Give us some reason to keep you in Annapolis. One great idea is all it takes sometimes. One act of caring and involvement. She gives us absolutely nothing.
We have a Republican Governor which almost guarantees that you are going to get some kudos from us back home for lead sponsoring something that benefits us. In the old days, the Republicans would come up with a good bill and through some legislative maneuvering the democrats would draft an identical bill and the governors would sign the dem’s bill. With Bob in the mansion the Republicans have had some success lead sponsoring bills that actually get signed.
When others questioned me about this I had to ask, “Why did this happen?†Is she afraid to go on the record in an election year? Is she incompetent? Is she so disliked by the delegation that no one would work with her on a bill of her own? If you get The Aegis, look for yourself. There are numerous bills listed for the other legislators from Harford County and in the bottom right corner there is this pathetic statement stating that Parrott was not the lead sponsor of a single bill this session with a disclaimer that she co-sponsored 71. Now I am sure that co-sponsoring is a bigger deal than I am making it out to be. However, you cannot change that fact that not one original idea that benefits our County came out of her brain during the last year.
Yes, I know this is some harsh stuff and I am being a bit rough but then again I am not going to Annapolis with the trust of my district to make Maryland and Harford County a better place. The burden of proof falls on Delegate Joanne Parrott. I should not have to sit here and wonder what the heck she has been doing over the last year. I should know and it should be obvious.
Since I have been bashing her I must say that when it comes to votes, Joanne is on our side. From the bills that I have seen such as the “Wal-Mart” bill, she votes the right way. That may be enough for some, but not for me.

Not all of Joanne’s votes are that great – she voted to have the flush tax placed on septics!!! She is an idiot, but I don’t there is a challenger out there that can beat her. She is in the community a lot.

I disagree that Parrott is unbeatable. She made it through the 2002 primary by the skin of her teeth against party-switcher Shrodes, and Donna Stifler certainly “shows†a lot better than either. I have seen Donna all over the place. I will definitely be voting for Stifler, and I think she will win, barring any stupidity or scandal on her part, which seems unlikely.
Having said all that, I really don’t care that Parrott hasn’t introduced any new bills. Most of them are garbage anyway. I would vote for the first guy who ran on repealing some of this junk. I just don’t agree with this whole “Annapolis/ Washington†mentality that more laws are the solution to all of society’s ills.

I checked out that link and no one has responded to it in Harford County. So I would not put too much weight on the fact that she did not respond to a survey. I too disagree that Parrott is unbeatable. I think she will be third man out this time.
I too do not really care that no new bills were introduced but at least repeal something or explain why you did not feel the need to come up with anything on your own. You are 100% correct about the Annapolis/Washington mentality. Less government is the solution. The only problem is that neither major party believes that any more.

I have to agree with Closet Libertarian on this one. Just because you are in Annapolis, that does not mean that you have to put in a bill for every stupid damn thing that someone feels is wrong. There were almost 2,000 bills introduced this year in the General Assembly…2,000 from 188 Senators and Delegates. That is just pure insanity. One of the reasons our government has gotten so convoluded and increasingly large is because of stupid dumb bills that some idiot legislator feels is a “good ideaâ€. There are lots of good ideas that does not mean we have to change the laws of our state or country to accomodate it. STOP TINKERING WITH OUR LAWS!!!! The people of Maryland should petition the General Assembly to limit the number of bills that can be introduced each session. Let’s say…no more than one or two bills per legislator! That should limit any potential damage or havoc the General Assembly could create.
I know I went a bit off topic, but I had to vent.

Once again, you are right on GoldwaterGOP. According to the Wall Street Journal we have the worst legislature in the country so limiting the number of bills is a great idea. For every bill they introduce they should repeal 10 others. That should even it out in about 1,000 years. When people start realizing that the government cannot fix our problems from afar your reasoning may become a reality. This is one reason why I focus so much on local races. I think they are more important to the citizens of Harford County. I did mention your reasoning so I understand where you are coming from. I just wonder what Parrott has done over the past year.

When a convicted child molester is free to abuse again, and does, no one will be able to convince me that Maryland has too many laws. David Barry Mentzer, 50, has admitted to sexually abusing a male minor six to seven times during the last three months. He was previously convicted in 1981 in Kentucky and in 1987 here in Harford County. He served five years of a 15 year sentence in that case. Because his conviction occurred before the sexual offender registry, he was not included on the list. I would like to see a law requiring ANY convicted child *** offender, regardless of the time of conviction, to register with the appropriate agency. According to a 10 year study conducted by the US Department of Justice, recidivism rates for this type of crime hover at %40 or greater. In other words, we can assume that some will reoffend and we should know who they are. In our state, those who willingly protect and harbor known *** offenders face minimal, if any, prosecution probability. This should be a felony offense. In Maryland, some registered *** offenders are removed from the registry 10 years after their last conviction. In the Mentzer case, had he originally been on the registry, he would have been eligible to be removed in 1997. Based on this alleged incident, time has not cured him of his pedophilia. Maryland law should require that convicted child *** offenders be registered for life. Maryland needs to set tougher sentencing laws like those of Florida to protect our most valuable resource, our children. I am running for the Maryland House of Delegates for District 35 A to make Maryland Safer, Smarter, and Simpler. While I agree that many, many laws must be repealed to allow us to live more simply, others need to be enacted to make our children safer. Until that happens, there will not be ENOUGH laws in Maryland.

We just passed a bill out of the Judicial Proceedings Committee that will go a long way protecting children from the likes of a David Mentzer. As amended, it will force child *** offenders from other states to give DNA samples when they come to Maryland.
Under this bill, many *** offenders will have to wear GPS trackers, so we will know where they are (as a condition of parole). Schools will immediately be notified when a *** offender moves into the area. Private schools will also be notified.
The Governor had a great bill on this subject….but did we pass it? No. The “leadership†ignored his bill. I was fortunate to be able to work with the Governor’s office and was able to amend the bill to include many of his ideas.
Senator John Gianetti (D) was a major player in this effort as well. We spent one entire voting session putting amendments on the bill making it mirror the Governor’s proposal. Three of us had about 10 amendments each and I’m proud to say that just about all of my amendments and Senator Gianetti’s amendments got put on the bill.
I sit next to Sen Gianetti in committee and we did a lot of hand clapping when we were done. I’m not sure our chairman, Brian Frosh, knew what to think of our team work.
We were the two happiest members of our committee when we walked out of there last week. We knew we had really done something to help protect the children of Maryland. It’s a good feeling. I’m sure there are times that every legislator (especially Republicans) feel like we are beating our heads against the wall at times. But those kinds of days, where you know you have made a difference, make it all worthwhile.
Those are the days that make us we love what we do and help to encourage us and keep us wanting to come back. I can’t imagine wanting to stay in Annapolis otherwise. As an elected official, if you can’t make a positive difference, you should get out of the way and let those who can have that opportunity.
The day I lose the fire in the belly to want to make that kind of difference is the day I should call it quits.

It’s about time we start tracking these perverts. Good work. While I agree with some of the other comments about fewer laws being a good thing, I have always felt that we send you all down there for a reason and that is to come up with ideas that make our great State and County a better (and in this case a safer) place. Thank you for your hard work and please keep that fire in your belly burning. As you can tell from my writings I see you as one of the good guys. Do not feel like you have to respond but your comments seem like a non-endorsement of Joanne Parrott. I do not see her on a regular basis so do not really know if she is working hard or hardly working. I think the number of bills she has submitted speaks volumes.

Nicely stated Senator Jacobs. Bills like that are why folks like you are there! That bill is a perfect example of what a good bill is. Its the other junk that really sets me off. I have never seen a bill like that come from Del. Parrott.

While I can’t say I know Joanne Parrott well, I’ve observed her political carrerr all these years. I thought she did a good job when she represented her district on the council. I thought she was just ok as the council president. It was during this time that I think she started reading her own press releases.
She looks down her nose at everyone. She became extremely arrogant once she got in Annapolis. I’m afraid she is just staying there so she can get the pension. She sure hasn’t done anything that I can tell her last eight years in Annapolis. Has she passed a single bill? Has she sponsored any legislation?
I think there is a good chance that if Donna Stifler continues to work as hard as she has been, she can knock her off. I don’t buy this **** about her being owned by Bill Cox and gang. While I don’t particularly care for Bill Cox as a person or politician, I think he might still know a little something about politics.S When you are a newcomer to politics, it is good to know a few people who have been there before to answer questions.
Donna is a really good person. It doesn’t bother me that Bill Cox shows up at her events. It shows she has widespread support. Cox makes his presence known at every event he attends. He is one of those hand clapper, back slapping politican. As stated by someone else earlier, no Republican gets elected without a lot of Democrats voting for them.
